Dracula sovereign of the damned is a prime example 70's cheese, and it has a layer of cheese from the American comics it's based on, and has a huge brick of Velveeta melted on it with the dub. (the movie is 1980, but it's still very under the domain of the 70's)
Animation wise film is like any other anime of that time, it has heavy American influences, but still has the Toei flavour of that decade.
Story is very weird, and all over, then again it's hard to keep a smooth narrative when you shove comic series that ran 70 issues from 1972 to 1979 into a 90 minute film.
Digging a bit found out more. The original series called The tomb of lord Dracula released under Marvel comics, and had a much longer narrative, more characters and each character had a much more expanded back story. Also another tidbit is this was one of the first comics with vampires after the US comic book code of 1954 was re-advised and relaxed in 1971, figures from horror were outright banned before that.
