Not for what he did in the series but what he did for the series. The sheer magnitude of feels this character's actions created in his meager screen time is truly remarkable. His episode I believe was the true point that most people knew they were going to watch this series to the end because it made you feel something.
This was a pinnacle of story telling. Everyone felt something when this character did what he did and that is evidenced by the amount of dislikes he has received. Any creation that can elicit such a unanimous emotional response deserves my aw and respect.

How is this disgusting excuse for a scientist not #1 most hated, Sakura isn't even that bad and Sasuke shouldn't be that high up on this list.
