I know the Japanese often don't say what they mean but it's the first I hear of a falsehood being implied.

'Lucky Star' doesn't imply it; Kagami implies it. If the context and phrasing weren't enough of an indication that she's making a joke, the change in the background and the facial expressions should make it pretty clear.
