Tsurumi is pretty much one of my favourite antagonists ever. He's seemingly always going out of his way to care for his subordinates. At first it seemed as if he was doing so purely to manipulate them and create loyalty that way, but I think a lot of his behaviour is genuine which just shows how deep his character with all his insanity truly is.
