I hope you don't mind me swooping in to answer in place of Vivis, my thoughts on watching Fujiko Mine without seeing Lupin III.
Short answer, Yes, you can. It is like a intro to how the characters met. (a new take on how they met mind you)
Long answer, if you want the overall feel of a Lupin franchise that has many incarnations, yet still manages to preserve elements that make Lupin, Lupin then it might be fun to watch a couple Specials, such as Lupin: Dead or Alive, or Lupin:First Contact 0 (another take on how the team came together)
Mix it with a few episodes of the original, or second season of the TV series (if you can find it, watch Wings of Death Albatross, or The Man They Called a Magician) to get the overall feel of his TV series persona, then you could have a background to forge ahead with.
I, personally, would think it might be more fun to have a general knowledge first before plowing in, but you actually do not have to have previous knowledge.
Life for me is in a relaxing state, Hanging out with friends and try to find some more intresting things to do. I have watched quite a few good animes lately. Two of them are "Okamisan and her Seven Companions" and "Gun X Sword". Sadly I still coming across alot that didn't hit the sweet spot like they where when I first started. I wish I can forget everything about the ones I've already watched just so I can enjoy it a second time just as much as I did the first.
And what do you mean be poor again? You didn't a great amount of your funds on a trip back to the London did you? I wish the best of luck to you.

I did end up enjoying EL though. Emphasis on 'end'. It's like the first half is a terrible, completely separate show from the second half.
Hey now. It's nowhere near as bad as Clannad. Certainly not when you take into account After Story.
