Utterly pointless anime. It's a postmodern wreck in which there is no good or evil and the bad guys in one episode are the good guys in the next. There is no purpose to the show. They are all just fighting just to fight. A bad guy will kill a thousand people or so and so one of the good guys will give him a good hard punch in the face and the issue is resolved. Silly.

Then there are the things that don't make sense. Like the Weretiger. There's a 7 billion yen bounty on him but no explanation why. The guy can transform into a tiger, which is a pretty lame gift compared to everyone around him. Others can control reality and do all sorts of crazy things. And every fight the weretiger gets in he's thoroughly beaten down. He's a total pansy. Then there's the weretiger's healing ability, that works some times and not others (for no explanable reason), just like his super speed which he displays and then 3 seconds later he just has to run like a regular person. It's like the writers just wrote whatever they want with no regards to continuity.

 The series was handicapped by horrible writing and the writers never got it together, they never even developed an overarching narrative.
