Tl;dr: Short episodes mean this series isn't so bad.

Story: The main character is a perverted mangaka named Aito who is obsessed with panties. He is surrounded by people (specifically, women) that he works with and who overlook his perversions due to his blissful naiveté. There isn't a whole lot of plot, but if you were looking for a grand story in a half episode slice-of-life show about a perverted shut in then you probably don't care what I think. Most episodes revolve around Aito stumbling through awkward situations with his coworkers, with a few sprinklings of some light-hearted romance.

Animation: The quality of the drawing is fair, considering that this is a low-budget series.

Sound: The voice acting is probably the best point of the show, Aito's melodramatic speech is what makes most scenes. There's not really any significant sound track to speak of, but it's not really missed.

Characters: The characters all fall into your standard tropes: Aito is the shut in pervert otaku, there's a tsundere (also doubling as a childhood friend), a normal person, a loli and a moe character. Character development is non-existent, but it's not that big of a deal.

Summary: this show is pretty much what you'd expect. That said, I did find it fairly funny in places. If episodes were full-length it would definitely grate on the senses, but since they are only half-length it managed to stay fresh from week to week. It's not bad really, I didn't mind giving it 12 minutes a week. I even got a few chuckles out of it to boot.

Conclusion: It's ok, you don't have much to lose by watching.
