I read your review, and I think you got this manhua wrong.
Admittedly, story moves very gradually; but the first 34-chapters shows us a new Admiral that murders four people in his own fleet, destroys the command and control entity for an entire planet, and then stands apart from his whole army.
Later on, he allows his army to work out personal problems in a very direct fashion, murdering a competing soldier to save a city. He also allows Sean Yuan to utterly destroy the operators of a slave market; the manager getting thrown into a street sign and killed (because he shot a slave girl child in the stomach with a gun), and ripping the owner of the slave market to pieces.
He fights with his army, quite often, and his plans into the future are quite ruthless at points.
I have read to episode 375, and the story holds together. Admiral Mu doesn’t take crap from anybody.
