This is an excellent romance manga with an excellent story. It's only issue is that the ending is kinda corny... still it was a great read. I think it's way better than the other shoujo girl falling into another world manga (Red River, The Queen's Knight) though that's my personal opinion.

There is no sex... nothing close... theres some kisses. The romance is slow but heartfelt. 

The art is not the best but it's not the worst either. You have to take into account that it's kinda old. I have others by the same mangaka on this list. They are a great source of non-smutty romance. Though this one and Miriam are my favorite ones by her... at least atm. (I haven't read all of hers yet.)

This one is a well known Shoujo romance. If you haven't read it you should give it a shot. The art in this one is beautiful and the story is great. Needless to say it's worth it's reputation. Even if the female lead is a bit selfish in the end. 

This is a exceptional romance. This is a good example of a romance manga where the female lead grows quite a bit from the beginning as a person and I like that.

This is a great Romance by the person who made From Far away. It's very slow moving because the girl is just a young girl in the beginning. It's also a western which is kind of rare in manga. It's definately worth the read. I'd say that in some ways this manga surpasses from far away even though that one is my favorite by the mangaka. Definately give this one a shot though.

This is an old favorite of mine... FAIR WARNING: although the romance development is slow and their is no drawings of sex. The male leads are lude and there are boobs and butts shown. There is joking that happens where a man peeps as the female lead and then she beats them up. There are also a couple parts where a girl is grabbed on the boobs or butt.... HOWEVER there is no sex and definately nothing near to that between the male and female lead who fall for eachother over time. 

This is one of my favorite manga. Again although there is no sex there is some lude behavior. It's a romance between a samurai who is looking for his real body and a bounty hunter. (This is nothing like and has absolutely nothing to do with the anime where veered off in a completely different direction fairly quickly. Do not watch the anime it blows and has a horrible ending. Read the manga. I loved this manga, it was intense action packed and the romance was sweet.

I read a lot of harlequin manga, and a lot of harlequin manga has sex in it. However, they have some that don't many of them I don't really care for but this one, like the other harlequins on this list not only have no sex in them but they are exceptional romance stories.

This one just happens to be my favorite harlequin ever.

This one is a vampire action romance. The main's struggle with their feelings for eachother. There is no sex. It is one of the few Vampire stories I still enjoy to this day. As I got older I started to like vampire stories less and less. 

This manga is old so you have to keep in mind that the art is similar to art from many older manga. It has a older style that being said, though, I'd say the art is about average.

This is a very interesting story, it's too bad they didn't keep going with it, they could have added so much more to it. Still it's an excellent manga. Well worth it to read.

The romance has no sex in it and doesn't even flirt with that boundary at all. It does have some really cute romance though.

This is a beautiful and sad manga. The romance is kinda unrequited for much of the manga so the furthest they really go is kissing. However, if they added sex to it, I don't think it would have been as good. This is a good example of one without smuttyness and it's one I think any romance lover should read.

This is a good short oneshot... the king does want the girl main and he has her come to his room once with the intention of taking it in a sexual direction, but he was poisoned so the story never went there. It's a really good story. 

Another good romance story that doesn't involve sex or even come close to having it in the story. This is another one of my favorites. This is a high school romance but it doesn't really have anything to do with high school like that.

This Harlequin is a good one. It does have a scene where the girl wants the main lead and tries to get him to take her, but he refuses. She unbuttons his shirt that's as far as it goes... so this is a good romance with no sex in it, however, it does have a scene where it gets slightly steamy.

This is a good romance about a maid and a young master of a mansion. It's got no sex in it. Just good romance.

This is a cute romance about a spanish girl and a samurai.

This is another one of those cute romance manga, that doesn't get too phisical. It's about a rich girl of status traveling with 3 thieves and ultinately having a relationship with one of them.

This one is a bit different and that's it's appeal for me. Although it's good, it stops at a kind of a cliffhanger which could upset some people. Although an odd setting with odd characters, it's a very normal cute type of romance.

A pirate and a princess... I need to re-read this one to be absolute... however, from my memory at least this manga has no smut nor anything that even comes close, though there is one scene where a guy thinks about taking advantage of a girl.

This one is about a business owner and an aid to an author falling in love. It's one of the good hearlequin manga that doesn't have sex within it.

This is a must read manga and the male and female characters don't have sex. There is a few parts in it where it could cause issues for people looking for manga that has nothing sexual in it. The male lead as a child was a poor orphan taking care of his disabled younger brother by selling himself... though the acts themselves are not shown and the female lead was raped by her piano teacher though though the act in this case is also not shown... it does broach some difficult subjects but they do it in a tasteful way. There is only a kiss on the cheek between the male and female leads but the love that developed is obviously real and it's a really exceptional and heart wrenching story.

Ongoing - This manga is ongoing but up until this point there is no sex or anything close to that within it. It will be taken off the list if it does end up going there.

This is a good ongoing manga, the romance is cute. I enjoy it a lot. It's about a king and his consort... though she is his only consort so far cause he says he really doesn't want any consorts and originally hired her to play the part of his bride as a fake out so his ministers would leave him alone about marrage... though it's obvious he has feelings for the girl. The romance is very slow and sometimes there are funny or action filled parts. It's one of my favorites and so far there has been no sex or anything near to it and the manga is actually quite a few volumes so far.

This is a short manga romance about a woman and man knight falling in love while protecting a castle. It just barely made the list. I like it but it didn't feel like it was anything majorly special.

There is no sex in this one... and nothing close to it or questionable either in that regard.

ONGOING - I am really enjoying this manga quite a bit... the back story in the beginning I need to re-read to make sure it had no art drawn of sex but I am 99% sure there wasn't. This is another ongoing manga and one well worth reading. Unfortunately nobody is actively translating it so although it's ongoing we can't get to the end of it yet... if it develops into sex I'll take it off the list but I don't think it will.
