That's good you're on both sides also. I think your observation that Zhao needs Aang alive to prove that he captured the Avatar is sufficient explanation. He wants a verifiable Avatar to present to the Fire Lord.
I don't know think I agree that capturing the Avatar is a national obsession. Indeed Ozai seems largely disinterested in the Avatar.
Actually, Avatar is a great show that is often mistaken as an anime. I remembered the storyline about as rich as Avatar's lore is, The Last Airbender left many plot holes up in the air by the end of its third season.

Why do you think that Ozai was disinterested? There are multiple quotes in the show about how every Fire Lord searched for the Avatar.
