I think it's still too early to tell. But it's definitely worth noting that the director is the same director as Space Dandy, a series known for having a different episode director each episode. And this show, to my knowledge, has also had a different episode director each episode so far.
So the most obvious answer so far is the last one. An experimental, and creative anime it is so far, and I think that's probably all it's meant to be, an avenue to just try out a bunch of high concept ideas in a creaitive and freeing premise. But the second answer is also partially likely as well, I think there is definitely some overarching story and purpose to it, and I think slowly the themes introduced so far will come together and integrate themselves into a final, overall theme.
