Hi there. I can't say for sure. As far as I remember other Shinkai Makoto movies didn't get dub. Just give it a check. If they did get dubbed, then this one will probably get one too :) Sorry for not being of much help ^^
The 2014 movie is it's own thing. If you are new the the series don't start there, you will be dissapointed. In terms of timelines, I believe it starts after the original series, but before the hades chapter. I would recommend skipping the movie unless you really want to watch everything Saint seiya. After the original saint seiya, you can watch the hades chapter then Saint Seiya Omega. There is another spinoff of sorts that takes place after the hades chapter in which the golden saints are reunited, I didn't finish the series but about 2 years ago it was ongoing. I think its called the Canvas something, im not quite sure.
