For clubs:

First, check out the Club Chat section of the forum! Next, look at member signatures in the posts - often various clubs the member belongs to will be listed. If one interests you, do a forum search to find the topic or ask the member who has it in signature ... The first post of any club topic will usually explain what the club is about and be posted by club founder ... there will often also be a list of other club members. Participate as instructed and you will be joining the club!

Most don't require anything but your participation in order to join. Check out the club rules in the first post, but usually all that is required is that you post your interest in joining, and then participate however is indicated in the first post: posting/uploading pictures or watching a specific anime at a specific time, or specific episodes at a specified time period and posting commentary.
I have never gotten that into the forums, but I would assume that the most active forums would be clubs. There are many general anime discussion threads that can be slow on responses because users have to have seen the anime. But clubs are wider in focus. The only clubs that I have experience in are the Welcoming Committe, TACO, the Claiming club, and the yandere club. The yandere club was not quite as welcoming as the others. I was never added to the member list, and no one really talked to me. It was mainly just an image gallery. There are other similar clubs for megane and such. I'm not sure if they are set up the same way or not. And of course you can always start your own thread or club.
