Attempt to hide perversion with cuteness, FAILURE.
College girl is attracted to elementary school girl.
Miyako sets her sights on her little sister’s {Hinata} friend (Hana) within the first five minutes of the anime.
By the first five minutes of episode 2 she has another victim (Nao) who actually turns out to be on par with Miyoko's perversions. Nao is confident in her looks and her ability to make other people do what she wants because she’s “cute”. Miyako’s passion is by far and large Hana and Noa attempts to divert her attention which results in a three-way-pervert-relationship.

Miyako bribes Hana with sweets to win the girls affection. Hana’s love for food - sweets in particular - makes her susceptible to Miyako’s fetish.
Miyako’s perverse interest in Hana takes many forms:

The one thing this anime doesn’t delve into is incest. It’s clear throughout the anime that Miyoko does not have perverted thoughts about Hinata. Though it would not surprise this reviewer if such a relationship developed offscreen/in a future season.

Overall this “cutesy” anime is not entertaining nor does it have any meaningful story or message to convey.
It is eww through and through.

Not cultured enough, lol
First off, Hana agrees to be a model in exchange for food. She is not being made to do anything she doesn't agree to, as seen in Hana's regection of many suggestions including low-angle shots, not "panty shots" as you refer to them.
This is innacurate. They came to her room and set up themselves how they wanted.
When put into words, she only describes Hana as "cute" or "adorable". There is no explicit sexual reference made at any point in the show to my knowledge.
You may be thinking of Haruka. When questioned directly Miyako is always honest and apologizes for potentially inconveniencing others constantly. The closest she came to stalking was at the festival, and even then she'd already gotten permission to take pictures.
If it's not for you it's not for you, but there's no reason to lie about it.
