This list includes only action, horror, thriller, sci fi and suspense animes. These animes have mild/ least amount of nudity scenes and sexual contents. Some of these animes do not have any sexual contents at all.

Higurashi definitely has fan service.
I want to underline that Darker than Black season 1 is a beautiful self-contained story that definitely fits this list as an anime that does not rely on sexual content or weird sexualization of characters. However, season 2, which I feel is like it's a half-baked shoddy attempt to artificially continue a story that has a satisfying conclusion in the first season, definitely relies very heavily on entirely unnecessary and distracting sexualization of female characters. Just out of nowhere and in a way that has no benefit to the plot. Season 2 is just a bad attempt at extending a great show. Nothing is lost by ending the series at the end of season 1, especially if you're not a fan of inane sexualization (of mostly underaged characters)
