I first heard of this anime after coming across a review of it but I totally forgot what it said about it.  However, I remembered the whole basis of the show.  Later on I saw this on Netflix and decided to watch it there and immidietly got hooked.

Story

In the future of 2113, every person's mental state and health is monitored by a system called Sibyl that assess their livelyhood and whether or not they are a danger to society. Those who apply it are the people of the Public Safety Bureau, who are essentially the pollice.  This anime follows a rookie inspector named Tsunemori Akane who quickly learns about what it really means to keep peace and uphold justice.

I love this story although its simplest form is that of a cop drama.  The plot is the main thing of this entire anime.  It's a great plot that's paced really well.  Episodes end on the right exact point which I feel is an underrated aspect of storytelling.  Everything is allowed to build in such a nice way and is allowed to culminate in a nice climactic way.  There are multiple conflicts in the story but not many unnecessary ones.  It's all within the story instead of adding weird things that have no place being there.  One is challenging the level of "perfection" Sibyl has and whether or not it is really needed.  The ending is great though.  I was hoping for the absolute perfect ending.  However, looking back it doesn't seem like there would be.  Be ready to do some rewinding on some long exposition scenes though.  The final scene was pretty awesome though.

Animation

It has the feel of noire type but with a futuristic feel.  It was obviously in a dark tone but with tons of bright lights and spots of color. It gets a bit brutal and gorey, which is normally not my type of thing, but I sucked it up because I really liked the story.  Character design wasn't really anything to note.  What I kinda felt weird about was the way Akane's looked.  Other than that there was nothing to dislike.

Sound

Since I found it on Netflix I first watched it in the English dub.  It was actually pretty good.  The main cast's voices matched their look and personality.  Then when I watched it (and finished) it in Japanese, everything also felt right with their voices.  The music was alright.  I didn't reall care for the opening or ending.  The background music did leave an impression on me.  Sometimes it had a real casual and carefree which really throws off the vibe this show gives.  There's also this really dance electro thingy that starts when something awesome is gonna happen.

Characters

This is also the best thing about this anime.  It featured great character developement.  Everyone was in some form likeable even though they seem like they won't be.  For example, Akane can be taken as an overly naive person who's too idealistic but is very grounded and knows what's realistic.  Inspector Ginoza originally comes of as a douche but has his reasons why which are very understandable.  Whenever something happened to a character you felt for them.  I also really enjoyed the protagonist of the show, Makishima Shougo, who's basically the Joker from The Dark Knight.  I saw him as anarchy for the sake of anarchy.  However some people do miss out on some stuff that would be very nice to know.  One character who wasn't really featured as much as the others did receive a full episode flashback even though I did feel that they could've given that to someone else.  It was pretty weird but it did help build something around a character that didn't get much time to shine.  One of the things that annoys me with anime sometimes is that they feel that it should be quantity over quality.  Here they stick to a good core of characters with a great protagonist.

Overall

Pretty awesome overall.  It's written very well with a great reveal towards the end that was really shocking.  If you like a little bit of gore and some brutal stuff you got that too.  The voice acting is also really excellent both the Japanese and English versions.  Characters are also well done and well developed into great ones.  I fully recommend it if you're into dramas or wantint something with a different pace.
