heh - yes, "A quiet country cafe" is a rather interesting anime. Considering nothing significant at all happens during these two OVAs it is fascinating just how captivating they are. Its the kind of animes you sit down and enjoy while sipping to a glass of cherrywine.
I once read a description of the manga that these two OVAs are based on as feel-good acopalyptic story. The water is rising and all the major cities are drowning, but life is going as usual and people are just taking it easy. It is not evident that there even is advanced technology present - but you can guess it from the androids, which Alpha is a good example of.
In the mangas (which I also recommend) you can notice a kind of red thread going through the entire slow paced story. there are small signs - like buildings in the backgrounds, road signs etc. that are not explained but as the story unfolds you start to gather bits and pieces of what it all is about. And everything takes plac
