Hakaze, princess of the Kusaribe mage clan, has been betrayed and marooned on an island by her own people. Hakaze, however, believes their efforts put humanity in jeopardy; and with her power limited, she can only reach out to the world to beg for aid. Her call reaches Mahiro Fuwa, a young man grieving the mysterious death of his sister, Aika. He and his friend Yoshino agree to help - on the condition that Hakaze track down Aika's killer with her magic. The deal is made, and the battle that will determine civilization's fate is begun: but who will play the part of its villain, and who its savior?

But money and fame are not the only factors drawing fighters to the competition, as Heihachi has made many enemies over time – his son Kazuya being one of them.

A new waterfront area is being built in Tokyo, and Chinese mafia man Lin Haifeng wants to gain control of it by owning the majority stock of the company in charge of construction. Lin's plan is to use the waterfront as a gateway for the Chinese mafia in an attempt to turn Tokyo into a "New Hong Kong". After his friend Kurihara commits suicide after unknowingly helping Lin get a hold of some stocks, his friend Tsuyoshi Aiba aims to avenge his friend by keeping Lin from taking over the waterfront.

Rumors have been circulating about a 'Ghost Ship' with an undead Captain that is attacking cargo vessels off the coast of Tokyo. For Hayato, a normal boy growing up in the city, these rumors quickly become fact when a giant robot claiming to be an emissary of the Ghost Ship attacks the city and kills his parents. With only thoughts of revenge to comfort him, Hayato plots to destroy the both the robot and the Ghost Ship - but then the inexplicable happens: the Ghost Ship arrives and drives off the rampaging robot instead! Could the flying Ghost Ship actually be a force for justice? If so, why does it attack cargo ships at sea? One way or another, Hayato vows to get to the bottom of this mystery.

When a bomb goes off in a nearby building, the unlicensed surgeon Black Jack secures a release from jail in return for helping out at the scene. A few months later, the group that planted the bomb lure Black Jack to a mysterious island that used to be a military base. When he arrives, he is stunned to find that his patients are all infected with a new type of anthrax, but what he also discovers is that he is not the only doctor to have been called. Dr Kiriko - a renegade doctor known as Death Incarnate due to his willingness to kill his patients on request - is also there. With their differing views on medicine, Black Jack and Kiriko clash, but with both their lives at stake for knowing too much, the pair will have to work together if they want to get out of this alive.
