The synopsis lead me to believe it'd be a romance between a sailor and a sea monster. It is not that. It's your average nobility/duke duchess romance. Except they're by the sea and have water powers. The gimmick involving the scales is ridiculously convoluted and a non-factor, at first I couldn't even tell that they were present and she loses them around the halfway point. The action is cool and the art is pretty. But in the end, it's not very original.
