The island of Urashima sits on the ocean far, far away from the mainland. The island is so lush and beautiful that one might mistake it for paradise, but the people there are trapped by a complex past and long-established traditions. Long since abandoned and all but forgotten by the mainland, the people of the island are ready to give up hope. But then, a young man named Setsuna who calls himself a "time traveler" washes up on the island. Setsuna has lost all of his memories except for a certain mission that he must fulfill. On Urashima he meets three girls, Rinne, Karen, and Sara, and begins.

On a dark night, the Japanese police is raided by a spy and different countries' intelligence agencies' secret files are going to be taken, but public safety officers led by Tooru Amuro arrive just in time. The spy steals a car and escapes but is thwarted by FBI agent Shuichi Akai's rifle bullet and falls of the roadway. The next day, Conan and his friends go to an aquarium in Tokyo and find an attractive woman alone and injured. Her left and right eyes are different colors and she suffers from amnesia. Conan and his friends promise to help her regain her memory, so they stay with her. Throughout all this, Vermouth is watching behind the scenes. Afterwards, she pulls out a silencer and speaks into an attached intercom, "It's as planned, Gin."

Akira's enigma quickly proves fascinating and Saki decides to help him rather than reunite with her family; but what neither realizes is that Akira is embroiled in a dark game of life and death linked to the Careless Monday missiles. Has Saki just made a terrible mistake, and can Akira unravel his own mystery before they both lose everything?
