These two manga are extremely similar - a boy has an unfortunate run-in with a Ring-style creepy stalker woman who is the stuff of urban legends. Suspense and horror ensue.

"Ibitsu" and the "Higurashi no Naku Koro ni" series revolve around a victim of circumstance and a crazy yandere. In both, the suspense/creep factor is high. Plus, plenty of forms of torture are used in both (many of them being quite imaginative). Both are great horror manga.

Urban legends, where the good ones create corpses before the final credits roll. The cruelty of humans is prevalent, and some are even less than human as they do their grim deeds. Although School Ningyo is less bloody than Ibitsu, both are creepy as the story of a legend unfolds.
