The year is 2024. With the world's population continuously rising, man has looked to the sea for increased food supply and energy resources. Nirai Island - also known as Standard Blue - is the largest artificial island in the world. Near its waters the Ushio Sea Service operates, finding anything from lost pets to salvage quickly and accurately - for a price. Its crew is led by the elderly Taizou and a band of seafaring misfits, plus one new addition: Shiki, Taizou's granddaughter. She has run away from home to help cope with a personal tragedy four years ago, and slowly but surely gets in touch with the sea. Alongside the crew of the Ushio Sea Service, Shiki helps rescue dolphins and save stranded people in distress, but she soon will face her most difficult and dangerous challenge yet...

In 2071, north pole ice have melted and the land has been submerged. Humanity survived but it's divided into two species: the true humans, those who live in underwater cities, and the Dugons, those who chose to undergo genetic modification to live in the sea. Both species go to war to survive as long as the Dugons consider the humans good to eat. To defend against the Dugons, the city of Mari Ramelle builds a new kind of weapon, the mermaid robot, Salacia. Because of the small size of the the pilot cabin, the robot is piloted by a girl and a boy, both 13 years old: Marin Yuuki and Ushio Mizushiro. The fight for survival is hard, and the city has to build more mermaid robots.

Her mermaid friend, Tsunami, goes on a rescue mission to find Nagisa and warn her that since she just transformed into a mermaid, if she doesn’t speak for an hour, she turns back into a human and her life expectancy will dramatically drop!
