It's got a setting, characters, and plotlines. In other words, it's not just a series of well-drawn pictures thrown together with little forethought. But it sure comes across that way. The setting consists of shallow, half-baked ideas on how superhumans might integrate into society. The characters all feel like hollow shells, with no clear motivations. The plotline feels forced--failing at its attempts to look cool and its attempts at intrigue and drama--all the while providing no reason to read the next chapters since all it promises is a constant stream of uninteresting cases.

Apparently, this is an adaptation of an anime. So maybe it's just lazily done, relying on readers' pre-existing knowledge and love of the anime to sell the manga. It would explain some of the bad narrative choices (if it's leaning on "known" backstory). But it wasn't an engaging read.
