Without giving away any twists and turns in the story, this is about two agents from the S2C who are trying to take a terrorist leader's android girlfriend hostage so they can have negotiating leverage against fem. There are some funny moments (megaphone scene, I'm looking at you), some sad moments, and some decent fight scenes along the way. At its core, it's a story about protecting the rights of androids and making sure they're not abused or taken advantage of. Oh, and these combat androids are called "shields," so that's what that's referring to in the title.
