The mysterious Count D owns a pet shop in Chinatown. However, it's no ordinary pet shop: D sells exotic and rare pets that often have the appearance of a human in the eyes of their new owners. Since these animals are so special, each one is only sold if the customer signs a contract agreeing to abide by the instructions provided, or suffer the dire consequences, all whilst conveniently releasing the shop itself from any responsibility. However, when some customers break their contracts and a series of incidents occur as a result, this small business doesn't go unnoticed. Inspector Leon Orcot begins to investigate D, suspecting him of slave smuggling; but can he get to the bottom of the events surrounding the shop, or will he just be dragged into the Count's pace of afternoon tea and cake?

The first few chapters in 13 Club have a very similar vibe to Pet Shop of Horrors. A mysterious man essentially offers a service that comes at a high price, lots of moral quandries to be found. Pet Shop is far superior to 13 Club, though.

They're very simular in vibes. Like a mysterious MC who runs a (pet shop with magical pets/website with strange stories). And then the person who (bought a pet/is the subject of a story on the site) learns a moral.

All murdered souls arrive in limbo at the Gate of Grudges, where the Gatekeeper, Izuko, presents them with a choice: they may pass through the Gate into Heaven; they may cling to life on Earth and remain a ghost there forever; or, they may haunt and kill one person in exchange for eternal damnation. As each spirit passes before the Izuko she is bound to explain these options and impartially accept their decision; what will each choose? Peace, or spending an eternity in Hell?

Both manga are made up of a collection of stories that are connected by a mysterious character.  Both have a similar tone and contain supernatural elements.  If you liked one, you should check out the other.

Reasons you might like Umineko WHEN THEY CRY Episode 1: Legend of the Golden Witch...

The bulk of 13 Club (most of the middle chapters) is a dark mystery involving members of a family, which reminds me a lot of Umineko. Umineko is way better and far more complex, but if you liked one, the other might be interesting.

In the idyllic, suburban Soil New Town, everyone's lives are picturesque, down to the mandatory perfectly-manicured flower bed in front of every house. But this peaceful façade is shattered when the well-known Suzushiro family disappears during a power outage, leaving behind nothing but a pillar of salt. Things get even weirder with the arrival of a mountain of this same salt at the local school, a crossdresser fixated on transmission towers, and threatening messages demanding that every citizen pay a portion of the Suzushiro family’s ransom. The plain and often-frazzled detective Onoda and her sexist and hygienically-challenged boss, Sergeant Yokoi, are called in from out of town to help, but it's a tough case to crack. He warns them to "never trust anyone." Miku makes Yamato swear to keep the man's final words a secret. A few days later, Yamato's father is found dead, and the boy is taken in by Miku's family. The death is ruled as an accident, but Yamato has his doubts. Six years later, Yamato still can't stop wondering about the incidents, and resolves to take action.
