It doesn't seem to do anything when I press it. It turns red when hovering over it, but doesn't change colour when pressed. Is it supposed to be like that?

I'm not really sure what you mean by link, it's on every individual review page (e.g. https://www.anime-planet.com/users/mahius/reviews/20179). I see it's not on that overview page on an anime entry, but there's the "Report review" button there.
Browser: both FireFox 39.0 and Microsoft Edge
OS: both on Windows 7 and 10

I've checked it and it indeed does nothing (both in Opera Next and Firefox 39.0). I also noticed that when you hover over it the link to the function doesn't appear so it's quite likely the function is not being called

All the other javascript links use the standard href=javascript and onclick format, but the flag one doesn't have an href & includes some "data-name" field (which none of the others do).
