Of course, lots of people seem to hate her. I even hate her myself. That hate is justified, for the right reasons that is. However, I don't think she's by any means a "bad character" though. She's meant to get on your nerves. While most people would never want to sympathize with someone as messed up as she was, I don't think anyone intended for you to do so. Thing is though, that was what her entire character stood on: the fact that she's a completely unhinged nationalist who blindly followed her crazed notions of "justice" to an exponentially radical degree.
Like Betelgeuse from Re:Zero, Seryu is a prime example of someone who has devoted their life to their own beliefs and ideals, so much so that it has weakened her mind's grasp on reality and distorted all logic and thoughts of compassion or empathy. To her, the world is black and white, and she's on the right side of history, the right side of morality, and anyone who isn't with her is against her. She's consistent. She's never made any compromises, and she's never deviated from any of her words or actions because she's just that batshit crazy. Some have argued that her sweet and innocent side does not mix with the complete insanity that she also shows, which just doesn't make sense. A character doesn't have to be extremely sadistic and violent all the time to qualify as insane. She's nice when she's with innocents, and a bit rough around criminals, These aren't two personalities, it's just her acting different depending on who she's with, a rather human thing to do.
Is she annoying? Sure, she's painful to see everytime, but this doesn't make her a poorly-written character. If anything, she's extremely well-written. We only usually see characters like her on the side of selfishness, malice, and hate. Meanwhile, Seryu lives for others, in a sense anyway. She does what she does because she's hooked on belieiving that it's for the good of all innocent people. She believes in her country, its people, and the laws set in place by them. She believes in these things to the fullest, and wants to uphold and enforce these laws with every cell in her body. The end justifies the means for her, and those who break the law deserve to be punished. There is nothing that can change the fact that a crime is a crime, and she believes she is doing the right thing by acting against what her country deems immoral. Anyone who calls her hypocritical is probably a criminal in her eyes, so why would she have to listen to that? She won't, because that's just how delusional she is.
Seryu's character is just ass, dunno why people think she's interesting. Definitely has no depth or substance to this written-in-a-day ass bitch.
