Ya the whole diarrhea joke was kind of annoying but I guess they had to debuff him a little bit at this point in the story or else the whole "escape from prison" plot would've never happened. I actually like him from the marines' POV. He took his job very seriously & I respect him for doing everything he could to stop the breakout.
This guy was a straight up menace. He was destroying everything and everyone in his way to achieve his goal Luffy had to run away from this guy too with haki he could have easily been on par with a admiral.
