I like Itsuki, especially when she is with Kaede. These are some things I noticed about her. The similarities between Itsuki and Yumemi are interestingly uncanny. They are represented by the wood element and the color blue/indigo, they have stars in their designs, they play children's games, and they both don't belong in their respective jobs.
Itsuki's nail obsession is an example of how rich people can get away with twisted and hedonistic things in a purely capitalistic environment. To many, fingernails symbolize a person's social class - how their fingernails look is a good indicator of how much time and money they have and how much effort they put into presenting themselves; so, when Itsuki takes someone's fingernails as a prize, that coincides with the fact they are dropping in social class (by becoming a housepet/in debt to the student council). Losing your fingernails is going to make everyday life generally harder to navigate, like becoming a housepet does. Itsuki's nail obsession was introduced early in the series to get this theme across. This also made the infamous scene where she bit her nails off a lot more emphatic - she was willing to discard her own social class for the sake of the gamble.
Symbolism aside, she has understandable motivations behind her actions and noticeable character development!

I thought she was pathetic at first but her character developed well, she rlly grew on me in the end
