Dr Sasaki is the doctor in charge of the students' well being in Rainbow's disciplinary school. While he presents a respectable visage to his peers and society, even running for the local mayoral elections, he hides a twisted wicked streak. The doctor abuses the vulnerable boys under his 'care', and collaborates with a corrupt guard to break and even rape some of them.

We can all agree,that this guy is an asshole. But in my opinion Sasaki really made this show more interesting.
He is a very good antagonist.
