Initially she comes off as rather irritating due to her refusal to accept the group's new situation and the sudden absence of any real authority she might have had back in Japan. As such, she tries and fails to use appeals to her moral authority as the group's caretaker/teacher, but the more charismatic and capable Kouki (the Hero class) usurps her leadership position rather effortlessly. She never fully stops appealing to her former position, but she does seem to dial it back later in the show (perhaps slowing accepting the change in circumstances) and thus becomes less glaringly irrational/annoying.
As the show progresses (S1), she does show herself to be more rational (successfully bargaining on the group's behalf with the head priest) and capable than one would assume at first glance. While perhaps naive, she truly cares about her students and is a kind-hearted soul, perhaps to a fault.
Perhaps she could best be described as 'motherly', in the warm and fuzzy sense of the word.
