Are you looking for an anime where a vicious conqueror has come to take control of this rotten world? Well, as long as you don't mind that your new overlord will be a cute little girl then do I have a couple of shows for you. These are both comedy series about would be world conquerors getting into wacky situations as their plans for conqest constantly get side tracked by bizarre situations. Both these show derive a lot of comedy from the would be conquerors having more zeal than brains when it comes to their plans for conquest. 

Ika Musume is a pure comedy with some great comedy. World Conquest tries to get away with being zany and often loses itself in be weird without the comedy or substance to back it up. However, if you're looking for comedies about world conquest by lolitas then these are the comedies for you.

Insane world domination plots, lolis in outrageous outfits giving out speeches on how to take over, zany hand gestures to match a highly zany anime: I could either be describing Mawaru or World Conquest. What is surprising is that both titles manage to pull off the most unlikely of premises by carrying on with gusto and throwing everything at the viewer. That they very colorful and sleek producions also helps.

Both of them involve a reluctant teenage boy who meets an eccentric girl, and from then on becomes part of an oddball crew that get up to peculiar antics and run into bizarre encounters.

Both follow a "mixed bag" group of crazed weirdos (including a humanoid robot in both) that get themselves involved in all kinds of bizarre and semi-random events and conflicts. The Diary is more episodic, while World Conquest has an underlying plot.
