Both in a high school setting, and they both possess a similar amount of moe cuteness with female leads that are downright adorable. They're also both incredibly funny. Kotoura-san is a little bit more ecchi than Chu-2 but neither are all that inappropriate.
Both of these anime follow the story behind a cute girl who's a social outcast until their lives change by meeting their respective male leads. The animes follow their misadventures as they experience friendship, romance, drama, and coming to terms with who they are as people.
Both series, filled with supernatural events/imagination, involve being outcast from society and being able to be yourself, whoever you are whether it be someone with eighth-grade syndrome or a mind-reader.

Toradora! and Kotoura-san both involve tense romantic feelings in a typical school setting. They both have deep and somewhat dark, meaningful subplots intermixed with comedic elements. There's also the element of the social outcast finding their place amongst new found friends in both. Both are touching, romantic, and funny, with Kotoura-san having an extra element of interest with the main character's psychic ability.
Although Kotoura has a bit more fantasy than Toradora, at the root of both anime is a story about a black sheep who finds themselves having to adapt to a new situation- new friends, enemies, and love! Toradora has a larger cast and more black sheep than Kotoura-San, but if you liked one, you should like the other. Both are full of sweet romances that you just have to cheer for, little touches of humor, and a whole lot of drama!
Both shows look on the surface to be your typical moe harem type anime, but you realize very quickly that there is something much deeper going on. While they both have plenty of light and fluffy moments, they are much more real and complicated than the typical shows in this genre. Both shows are about being an outcast and the challenges that comes with it, and how a single friend can change everything. If you're looking for a slice of life/school life show but want something with more substance than usual, these shows are both great.

Both anime gave me the same kind of feeling, they'r very alike.
The heroine in both animes has a hard time making friends, but overcomes it.
Hinted romance, drama and cute memorable scenes.
If you like the "slice of life" + "friends who should just date already aspect plus The main character (who just happens to be female in both works) has some kind of reason that makes them into an outcast/loner/won't make friends in (school) life, and the male MC, who's a really nice idiot, saves her from eternal life without friends.Kind of story, "One Week Friend" and "The Troubled Life of Miss Kotoura" vice versa is the anime for you.
