The movie is a continuation from the Seitokai Yakuindomo* OVA series, episodes 1-6. The 'big scene' in the movie everybody is confused about will be explained in the 7th episode of the Seitokai Yakuindomo* OVA, so make sure to watch it after the movie. Art quality seems to be a bit more playful but it's just a continuation of the rest of the series. Although I do feel the Season 2 they tried to push the inappropriate visuals a bit more, the movie goes back to a better balance that most of the OVA’s and the original series had. There isn't much of a main story, it's just short comedy skits. The characters haven't changed too much from the first episodes.
