Both are very wholesome sports anime. Both aren't very heavily focused on the sports and more on individuals and the relationship between characters. kaze ga tsuyoku fuiteiru would definitely be the better one on how complete it is. But number24 is also worth the watch

if you're into the type of main character who: - has irreversible injury but is hopelessly in love with a sport he can never do again - is the team's mother and coach - radiates sly bastard energy lol

Both of these anime feel very different however the main themes in the anime are similar

- Sports Psychology

- Relationships between teammates

In both animes, they have amazing in-depth characters that really bring the show to life.

He jumps higher, runs faster, and tries harder than anyone Riku has ever seen. That student is Kariya Akira, and the sport he plays is the one Riku attempted in the past but gave up: rugby. As he watches Akira running in a rough, unrefined gait, Riku gives him a bit of advice without thinking, and those words end up setting his passion for rugby alight again. With this first encounter between these two young men, one tactical and the other physical, a new light begins to shine on Riku's future.

In addition to having to tame these unruly boys Mako finds herself with another task as well – to become the new coach for the rugby team, at her principal’s request.
