Seems like this is a prequel tro the main series, providing a little backstory on the main character, Shindo as he negotiates a property development deal between the government and a steel manufacturing company in the few days before his reassignment. Shindo and his collegue are asked to purchase the land, and it should be a relatively simple matter given the lack of business the steel company has had the last few years, but Shindo decided to look into the matter in more depth. The story is a bit meh, pretty slow not that interesting, but it does provide some insight into how the MC's mind works, so it has that going for it. After everything is settled, it moves forward to the airport, and the events leading into the main series.
