This is by far the weakest of the three Iczer OVAs. This time, they changed it a little and went with a mahou shoujo tokusatsu theme. The story is barely there, and the whole thing feels like a promotional OVA of some sort (although what it's promoting, only God knows...). The story ends abruptly without a clear conclusion, since the villains were still alive and kicking despite the 'The End' in gigantic letters on the screen. The animation is basically the same as Iczer Reborn, but the first part of the first chapter is better animated than the rest. The sound is forgettable once again. All the characters are new except for Nagisa, who returns with a different hair color and personality to make it clear that she's not the same Nagisa from the first two OVAs and is in a parallel universe or something similar. Still, she is an insufferable character. All in all, if you've watched the other two, this one ends up being a must-see; otherwise, it's a hard pass.
