Both Excel Saga and Galaxy Angel can be seen as parodies, since they both handle absurd and random subjects. In addition almost all episodes are unrelated to eachother, making it structually the same too.

Odd and silly humor both prevail in both series. Another similarity is that both series are both "fight for justice" series, although this aspect is somewhat stronger in Miami Guns compared to Galaxy Angel. A major difference is the space setting.

Reasons you might like Hacka Doll the Animation...

Shortsized episodes (with no to little interconnection) featuring an all female cast doing random things in a futuristic setting works for both series. The main differences are that Hacka Doll seems to be set in the more immediate future, while Galaxy Angel is set much futher in the future.

The style of humor is also similar, although Galaxy Angel is more PG13, whereas Hacka Doll ventures into later teen territory with humor based on sexuality. Lastly, the pace and tempo of Hacka Doll is higher than in Galaxy Angel, but just as silly.
