Joe Gorou lives a carefree life in the small historical town of Gujo Hachiman in Gifu prefecture. One day an old self-professed "water fairy" appears in front of Joe, and tells him to help people, and grants Joe the power to turn into "GJ8 Man" (a pun on Gujo Hachiman, as the number 8 is pronounced "hachi" in Japanese, and the "hachi" in "Hachiman" uses the kanji for the number 8).

Hirono Kenta has the strangest dream anyone could think of, being the Hero of Justice. His odd desire has driven him to make his own costume of his own made up hero, Wingman. By a stroke of luck, he meets Yume Aoi, the princess of the dreamscape called Botoreem, whom has a Dream Note: a book that can make any dream come true. Hirono draws Wingman in the book and soon his made up hero becomes a reality. With this new power Hirono, Aoi, and Hirono's childhood friend Miku, the must save Botoreem from Rimeru, an evil man wishing to take the Dream Note and take over Botoreem.

Their activities are broadcast on the popular show "Hero TV," where the heroes try to climb the annual rankings and aim to be the "King of Heroes." Kaburagi T. Kotetsu and Barnaby Brooks Jr. continue their hero activities to boost the image of their company, Apollon Media, as well as maintain peace. The hero system that originated in Sternbild City has now been adopted in places around the world. As more and more heroes appear, a new hero enters Sternbild City. Now that they are more veteran heroes, will Kotetsu and Barnaby be able to live up to the expectations put on them?!

Wild Tiger, and Barnaby Brooks Jr.'s partnership comes to a sudden end when Apollon Media's new owner Mark Schneider fires Kotetsu and moves Barnaby back into the First League, pairing him up with Golden Ryan, a new hero with awesome powers and a huge ego to match. When the heroes are sent to investigate a string of strange incidents tied closely to the city's Goddess Legend, they discover three super-powered NEXTs plotting to bring terror and destruction to Stern Bild.
