Kodomo no Omocha

As soon as I started watching Animation Runner Kuromi, the thought occured to me that whoever was responsible for animating Kuromi herself must have been the same person(s) as did Sana from KnO. Another giveaway was the superdeformed octopus/squid/whatever that was performing the same narrator role as Babbit. Yet another simularity came from the often frenetic pace at which events moved. Surely not all a coincidence!

Lupin III

The closest match for City Hunter that I can think of would be Lupin III. Both involve a colorful male main character who is often unable to control his lechery when it comes to women. Both characters are held in check by a particular woman--Kaori and Fujiko (actually, considering the way she manipulates Ryo, police detective Saeko Nogami is a lot like Fujiko!). Both shows are set in the present-day timeframe. Lupin is an out-and-out thief, but tends to rob people who deserve to be robbed. Ryo Saeba is a "sweeper", a sort of private detective/bodyguard/vigilante who, it might be said, enforces the law in an illegal manner. Both characters are reluctant to kill or seriously injure anyone. So the two have a lot in common. If you can't get enough City Hunter, try Lupin III!
