First of all, we have to consider who filed these anime under these genres. Was it the intention of the creators for the anime's main "mission" or function to be solely comedic relief or drama, etc.? They may have just thrown in comedy here-and-there to make their series more dynamic or lighten the atmosphere or even get a bigger audience. It's difficult to say if an anime series, in total, achieves the authors' goals when we don't clearly know their goals. So, I think that rating an anime based on achievement of genre tags is difficult and maybe even a bit unfair.
Hmm, I rated ICT as highly as I did for several reasons. I watched the show awhile ago, but I'll try to be as detailed as possible. I liked how different the characters were. The personalities seemed very unique to me. I liked the strife between the Marines and the pilots. I found that aspect very realistic in the fact that there is strife between different branches of the military, different ranks, and even between people with different jobs. I liked the idea of someone brilliant thrown into a situation where they didn't necessarily strive to be, but then pulls it off galantly. I especially associated with the lead female character and felt her frustrations with the Captain. I appreciated how the Captain's XO at first hated his guts, but then grew to like him. Its that whole stagnant vs growing characters thing. I also really liked how the enemies in the show respected each other. So much so that they admired their rival's leadership. It was deep because shallow characters would just hate each other. These characters showed maturity and wisdom beyond their fictional years. Whew. I think I'm done now. I hope my answer satisfied. So yeah, I rated Fumoffu because I enjoyed its comedy and military aspect. And rated ICT for its own reasons as well. I seem to enjoy military related anime very much. Haha
You should try it sometime. You might like it.

To me, any type of spoiler is bad. It could range from the worst (Bob dies) to the lesser (Bob leaves home/Bob breaks up with someone/Bob joins a school club). Either way, I want it all to be a surprise. I don't want to be waiting for something I know is coming eventually. That's just me though. :)
