The reason they "randomly" let Kohei into the student council was because he knew of the existence off vampires which needed to be kept secret, and because the President knew that his little sister had taken interest in him(also because he has "special blood", which is the only thing they actually didn't explain).

As for why the vampires run the student council, that's because the older brother has a considerable amount of charisma(or at least that's the case according to the characters around him), and because it's easiest to keep a secret while in a position of power, don't ya think?

Watch Chrono Crusade and Hunter x Hunter. Both contain sadistic characters, though I personally recommend Hunter X Hunter because it's written by the same man who wrote Yu Yu Hakusho. I belive his name is Yoshiro Togashi... anyways, i know you'll like them because we seem to have fairly similar tastes as far as anime goes.

Also, I suggest you give Naruto or One Piece another go. I know I'm happy I did.

Well I already saw Hakusho and Kenshin, and last I checked I have TUYBW on my want to watch list.

I just kinda don't like older anime art styles, don't know why.

It's kinda weird, but I've never been able to re-watch a show without getting bored(except High School of the Dead, but that was with a friend). I don't really see the point unless it's something you haven't seen in such a long time that you hardly remember it.

Well of course I watched Yu Yu Hakusho and the like as a kid, but I only took a great interest in it until after I saw HOTD.
