The reason why it is rated kinda of low, maybe, is because it's been about a year since I watched it. But I remember when I watched it, I loved it. I didn't want to stop watching, It was one of those entire weekend animes and when I finished I was wishing for more. The plot line I remeber needed some consitantcy, but I loved a lot of the characters, especially some of the villians! I also liked the action blended with enough romance to not make a guy groan but let the females feel satisfied. Seikon no Qwaser is a good show in my opinion. The characters actually have hidden depth, and the story itself is very good. This isn't a "boob-action" show, there is actually a plot believe it or not, even though it is well hidden at the begining. Hidden meanings behind some things, and I've even noticed some symbolism. The only problem, well, boobs. I'm a female, so the whole naked thing doesn't really bother me, but it does bother quite a few, and that is why I think it is rated so low.
