They did ep 3 before it was licensed. I think I read in the article it will be streamed so no clue what is going on with this.

Funimation Confirms Shikabane-Hime Aka License

Lunar, the group who sub the series, are an unlicensed-only group. The releases will have been removed from their tracker because it (scarywater) only deals with unlicensed releases. Hope that clears a few things up.
