I don't think it's an issue of time, so much as the number of different people you leave rep for. But, hey, it's just a guess and I'm probably wrong, so let's wait for Pidj to answer =)

I don't think there's a limit on either, if there is it hasn't been reached yet.
You can't leave rep for the same post twice, but you can leave rep for a post someone else has repped. Hell, Lagore repped 20ish people in a span of 2 hours the moment he found out and learned how to use the system. However, just because this is how it is doesn't mean you should abuse it. Please continue to only leave rep for deserving posts. =)

Fiddled with PiddysGuineaPig a bit. Found out the minimum post count required for a point of rep power is 50.
