Steps to reproduce:
1. Use IE9
2. Visit the forum (most CSS is not loaded)
3. If you press F12 for developer console you will notice the document mode is in IE7 standards
4. Go to any other part of the site it returns to IE9 standards (manually changing to IE9 standards works for session but is not remembered, it's not a particularly user friendly fix as it requires going into dev tools)
Console has following warning
I would think it is some kind of rogue meta tag aka <meta http-equiv="X-UA-Compatible" content="IE=7"> being inserted by the forum but I can't see it.
