I'm currently in Shibata city in Niigata prefecture but I will be moving to other parts of the kanto area soon

Probably not. Even if you had no luggage, twenty-one-year-olds usually weigh too much for the airline luggage limits. And of course, the "crazy person" thing is right on, too.
