It is in other episodes but it is own to other trainers (its the same type but other pokemon).
That's why i disagree with the gender.

This Typhlosion is a specific Typhlosion so assigning it a gender is fine. There are other Typhlosion in the series (the only other notable one shows up for a mere two episodes and belongs to Mr. Moore), but this particular one is the partner to the main protagonist of the special. So, this Typhlosion is to Jimmy kind of like Pikachu is to Ash.

It only appears in the Legend of Thunder special, because it belongs to Jimmy and Jimmy has only ever been in that one special. Jimmy fills the role of Ash, so his partner becomes notable for that reason. It only really shows up in the first and third episodes (when the special was broken into parts for English broadcast), to answer how much it appears. The second episode focused mostly on Marina being trapped in Team Rocket's airplane thing, so had very little Jimmy in it.

The description sounds fine to me.
