Here's the wiki page for the guy credited with "story" Kengo Kaji. It's in Japanese, but it's got the names of all his work there, so as long as you've got copy and paste and enough patience, you should hit home on some information. As Holychrono mentioned, it's called Cross, stylised as "X〜クロス". And it's definitely not the one in the ANN link :)

The name of the chap credited with "art" is is Inoue Noriyoshi, and he's listed on this page of Japanese Wiki.

The ISBN might be useful to search on, even if only to get the kanji to use in a subsequent search.

Ok this is the only manga that I've actually finished and I forgot the title

basically a high up school girl and a low end school guy are force to be together because of a mad scientist device, which resemble watches. If they try to take it off or move more than 1 meter apart. They would explode.

The scientist has blonde hair.

I know this is a little late, but that is definitely Shintaro Kago's. More specifically, the manga (one-shot) is "Hara Kiri".
