Yes, hell yes...really these kinda people are just setting up their kids for failure. I'm not saying beat the little devils (though you may want too), just some sort discipline system. If you don't, prisons will.

One thing I HIGHLY dislike is people who are in their teens (about 15 and older) going trick-or-treating. Its highly irritating and an insult to the maturity that the teenage should show.

Trick-or-treat is for fun. If you feel like it, you can always go and it's absolutely not an insult to maturity that teen have. Don't see a big problem there. Instead of having a normal party, you go trick-or-treating like in the good old times and you are just having some fun with your buddies. That's all.
